April Planning Commission Minutes

EXTRACT FROM MINUTES OF A YUTAN PLANNING COMMISSION MEETING, IN THE COUNTY OF SAUNDERS, STATE OF NEBRASKA HELD AT THE YUTAN CITY HALL IN SAID CITY ON THE 11TH DAY OF APRIL 2023, AT 7:00 p.m.

 

Notice of the meeting was given in advance thereof by posting notice, a designated method for giving notice, as shown by the Certificate of Posting Notice attached to these minutes. Notice of this meeting was given to all members of the Yutan Planning Commission, and a copy of their acknowledgment of receipt of notice and the agenda is attached to these minutes. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

 

The meeting was called to order at 7:00 p.m. by Commission Chairperson Duffy. Planning Commission Members Duffy, Gay, Kitt, and Smith were present. Planning Commission Member Thompson, Shea, and Winn were absent. Duffy informed all individuals present of the location of the Open Meetings Act.

           

  1. A motion to approve minutes from February 16th, 2023, the meeting was made by Gay and seconded by Kitt. Upon roll call, vote was as follows YEA: Duffy, Gay, Kitt, Smith.  NO: None, ABSENT: Thompson, Shea, Winn.
     
  2. Conditional Use Permit Amendment for Gathering Place Church.  City Administrator Heaton presented a request to amend the conditional use permit for the gathering place church to expand the building and pave the parking area.  Heaton pointed out to the planning commission that they should consider the recent downtown and comprehensive plans.  Mike McLaughlin spoke on behalf of the church and informed the commission that they are needing more space for classrooms and youth activities, he also stated that these improvements should create more parking.  Chairperson Duffy stated that she felt this is not in line with the comprehensive plan and that it could take away from a future business, as the area is zoned.  Commissioner Gay stated similar concerns that the downtown doesn’t have much room for a business.  Smith asked about the length and transfer of the conditional use permit.  Duffy opened the public hearing at 7:04, no comments, hearing closed at 7:05.  Commissioner Kitt made a motion to recommend approval to the city council, along with added language that they CUP would end when Gathering Place Church was done with the space.  The motion was seconded by Smith.  Upon roll call, the vote was as follows YEA: Gay, Kitt, Smith.  NO: Duffy.  ABSENT: Thompson, Winn, Shea.  Motion Carried.
     
  3. The commission held a brief discussion about potential changes to the offstreet parking ordinance.  Proposed adding language that would define the size of the parking area.  Administrator Heaton also pointed out a section in the Municipal Code that requires campers to be parking at the rear of the property, commissioners discussed a better definition of that rule.  Gay asked about discussions with the council about creating a code enforcement position to help keep up with the demand.
     

A motion to adjourn the meeting was made by Smith and seconded by Gay. Upon roll call vote was as follows YEA: Duffy, Gay, Kitt, Smith.  NO: None, ABSENT: Thompson, Shea, Winn.

 

The meeting adjourned at 7:50 p.m.

 

The next meeting is scheduled for May 9, 2023, at Yutan City Hall.
